An air supply pipe 8 is connected to an air supply port 7 of an air supply device 6 for sucking gas and sending out pressure, and a downstream end of the air supply pipe 8 is connected to a suction port 5 of a gas-liquid mixing pump 4. A cluster that constitutes water by joining the water pipe 3 and mixing and stirring the water sucked into the gas-liquid mixing pump 4 and the gas from the air supply device 6 to contain many fine bubbles in the water. (Molecular aggregates) are refined to produce active water with enhanced penetrating power (detergency), and the active water is used as washing water to wash the hair and scalp with the washing water, thereby producing a shampoo.
