A method of manufacturing a paper feed roller is provided that is less likely to adhere paper dust, has abrasion resistance, and can maintain an appropriate coefficient of friction over a long period of time without polishing the surface of the roller. A thermoplastic elastomer in which a thermoplastic polymer, a rubber component, and a resin crosslinking agent are kneaded and then the rubber component is dynamically crosslinked by the resin crosslinking agent to disperse rubber particles in the thermoplastic polymer. A composition is prepared, a thermally expandable microcapsule is added to the thermoplastic elastomer composition to prepare a kneaded product, and the kneaded product is extruded to form a roller shape. The heat-expandable microcapsule is set to a temperature equal to or higher than the expansion start temperature of the heat-expandable microcapsule, and the heat-expandable microcapsule is thermally expanded to form a gap on the roller surface.
