Cationic group-containing copolymer (C-2) obtained by radical polymerization using at least one crosslinkable vinyl monomer having at least two groups in the molecule as an essential constituent monomer One or more cationic polymers selected from the group consisting of cellulose derivatives, (C-3) cationized guar gum derivatives, and (C-4) diallyl quaternary ammonium salt polymers or diallyl quaternary ammonium salts / acrylamide copolymers The ratio of the component (A) to the component (B) is (A) / (B) = 15 / 0.1-15 / 4 in weight ratio, and the component (A) and the component C) is a weight ratio of (A) / (C) = 15 / 0.05 to 15/3, and the ratio of component (B) to component (C) is (B) / (B C) = 1 / 0.05 to 1/1, and the content of component (B) is more than 1 to 14% by weight.
