A substrate containing an active agent selected from systemically active therapeutic agents, locally active therapeutic agents, disinfecting and sanitizing agents, detergents, fragrances and fertilizers, in an effective amount of a plasticized hydrophobic acrylic polymer. A method for producing a solid controlled-release preparation comprising coating an aqueous dispersion of the composition and then curing the coating at a temperature higher than the glass transition point of the dispersion, and the controlled-release preparation.
