abstract A hemostatic insert (10) is provided for occluding a puncture site in a blood vessel wall (54). The hemostatic insert (10) is provided with an expandable hemostatic material (12), and this expandable hemostatic material expands from a compressed state when in contact with a body fluid and seals the puncture site of the blood vessel wall. It consists of a biocompatible water-soluble gel. A control layer (14) surrounds the expandable hemostatic material (12) and retards expansion of the expandable hemostatic material (12).
