abstract | A liquid droplet ejection apparatus, an image forming apparatus, an image forming method, and a liquid droplet ejection apparatus in which adhesion of ink mist floating near the surface of a nozzle plate is prevented even when highly permeable ink is used, and nozzle clogging does not occur. A manufacturing method is provided. A droplet discharge device having a nozzle plate of a discharge port member in which nozzles that are discharge ports for discharging droplets are arranged, wherein the nozzle surface of the nozzle plate is made of an electrically insulating water repellent material. A water-repellent treatment portion that is water-repellent and a non-water-repellent treatment portion that is not water-repellent with the water-repellent material, and the non-water-repellent treatment portion has a potential difference from the water-repellent treatment portion.
