To synthesize arylamines with high selectivity and high efficiency, there is no fear of side reaction when a strong base is used, and an industrially superior production method is provided. In the presence of a base, using a catalyst for producing arylamines comprising a palladium compound having a tertiary phosphine group such as tri-tert-butylphosphine and a phase transfer catalyst such as crown ether, triflate or halogen is used.
