PROBLEM TO BE SOLVED: To provide a method for forming a nickel-based laminated structure on a magnesium alloy substrate, a surface-treated magnesium alloy product by the method, and a cleaning solution and a surface treatment solution used in the method. The present invention relates to a method for forming a boundary layer containing a solid solution of magnesium and a predetermined metal (32) and a nickel-based laminated structure on a magnesium alloy substrate (1).
