abstract An object of the present invention is to prevent deformation of a base material when an insulating flange having a metal ground plate is inserted into a cylindrical conductive base material, to ensure conduction stability, and to avoid an insertion error. An insulating flange, to which a metal ground plate is fixed and attached, is fitted and press-fitted into an end of a cylindrical conductive substrate having a photosensitive layer formed on the surface thereof, and the metal ground plate is cylindrical. In the method of manufacturing a flanged electrophotographic photosensitive member that is brought into contact with the inner surface of the conductive substrate, the maximum opening width (A) of the contact portion of the metal ground plate that is larger than the inner diameter (D) of the cylindrical conductive substrate.
