【Task】 An object of the present invention is to provide a light-emitting device in which the light extraction efficiency of a light-emitting element is hardly lowered even when a resin substrate having excellent thermal conductivity is used. [Solution] The invention of claim 1 includes a resin substrate 14 having a thermal conductivity of 1.0 to 9.0 [W / m · K]; a white insulating layer 15 provided on the resin substrate; and provided on the insulating layer.
