SOLUTION: A binder, a polymerizable compound, a photopolymerization initiating compound, and a thermal crosslinking agent, wherein the photopolymerization initiating compound is a neutral heterocyclic compound represented by a specific general formula, and neutral O -A photosensitive composition containing an acyloxime compound, a photosensitive film, a permanent pattern forming method using the photosensitive composition, and a printed board on which a pattern is formed by the permanent pattern forming method.
