abstract | [PROBLEMS] When a surfactant having excellent hydrophilicity is applied to the outermost surface of an article, the retention time of these chemical species on the surface is short. Was a problem. A film made of a urethane resin having water absorption is formed on a substrate, and a coating solution for imparting hydrophilicity is applied to the film. The coating liquid is a mixture of a surfactant and a solvent having an organic isocyanate and hydroxy ketones. A surfactant having at least an isocyanate-reactive group is used as the surfactant.
