A developer carrying member, a supply screw, a collecting screw, and a stirring screw are provided, and a developer obtained by stirring excess developer and collected developer is circulated and opposed to the developer carrying member. And a developer regulating member for regulating the height of the developer layer supplied from the supply path to the developer carrying member, wherein the magnetic brush is rubbed against the latent image carrying member. The attenuation factor of the normal direction magnetic flux density of the main magnetic pole which is the developing magnetic pole in the region is 40% or more. [Selection] Figure 1
