A gas hydrate pellet formed under a low temperature and high pressure condition is subjected to a condition in which the gas hydrate is decomposed mainly by adjusting a pressure in a surface decomposition apparatus, and the surface of the gas hydrate pellet is obtained. The gas hydrate is decomposed into water and gas. Subsequently, the gas hydrate pellets, in which water is generated on the pellet surface by the decomposition, are moved into an ice film forming apparatus having a temperature and pressure conditions in which the gas hydrate is not decomposed and water is frozen, and the gas hydrate An ice film is formed on the pellet surface. The gas hydrate pellets on which the ice film has been formed are depressurized to atmospheric pressure under temperature conditions where the gas hydrate exhibits a self-preserving effect under atmospheric pressure.
