PROBLEM TO BE SOLVED: To provide a halogen-free reactive flame retardant that does not have the disadvantages of the prior art, can be easily manufactured, and has a very low halogen content. The problem is solved by the formula (I) RO-P (= O) (A) -CH 2 -CH 2 -CO 2 H and (II) HO-P (= O) (A) -CH 2 -CH 2 -CO 2 R wherein A is C 1 -C 18 -alkyl, C 6 -C 18 -alkylaryl, C 6 -C 18- aralkyl or aryl, R is (D, E) C = C (B, R 5 ) or H, and B, D and E may be the same or different from each other, H or C 1 respectively -C 18 -alkyl, R 5 is C 1 -C 20 -(-CO-O-hydroxyalkylene)], and the production method and use thereof.
