[PROBLEMS] To provide good adhesion to a waterproof layer containing asphalt deteriorated by exposure to sunlight such as ultraviolet rays, and to maintain good adhesion even when exposed to sunlight such as ultraviolet rays. Provided is a primer composition that has good weather resistance, and has the same or better quality than conventional primers in terms of adhesion to metal materials and the like and handling during operation. SOLUTION: (a) An acrylic emulsion containing an acrylic polymer and (b) a silane compound are contained, and the amount of the (b) silane compound is 0 with respect to 100 parts by mass of the acrylic polymer.
