abstract Discharge characteristics of a PDP are improved. A dielectric layer 3 covering a pair of row electrodes (X, Y) formed on the inner surface side of a front glass substrate 1 of a PDP is formed of a dielectric material having a relative dielectric constant ε of 9 or less. The protective layer that covers the body layer 3 includes a magnesium oxide crystal that emits cathode luminescence having a peak in the wavelength range of 200 to 300 nm when excited by an electron beam, and is further enclosed in the discharge space S The discharged gas contains 10% or more of xenon.
