In an electrolyte for a fuel cell containing a basic polymer, dimensional change before and after acid addition is suppressed, and generation of wrinkles and the like is reduced. An electrolyte for a fuel cell according to an aspect of the present invention includes a basic polymer, an organic phosphonic acid represented by the following general formula (1), and a hydrolyzable compound represented by the following general formula (2). A fuel cell electrolyte comprising a phosphoric acid compound. In the formula, R represents an alkyl group, an aryl group, an acyl group, an amino group, a phosphone group, or a derivative of these functional groups, and n is 1 or 2.
