PROBLEM TO BE SOLVED: To provide a rubber composition excellent in wear resistance and low heat generation, which can be suitably used for a heavy load pneumatic tire and an off road tire, and a pneumatic tire using the rubber composition. SOLUTION: The rubber composition of the present invention comprises carbon black having a dibutyl phthalate (DBP) absorption of 90 to 250 (ml / 100 g) with respect to 100 parts by mass of a rubber component to 20 to 20 parts with respect to the whole rubber composition. 80 parts by mass and a part Q containing dipolar nitrogen and a 1,3-dipole compound having a part B containing a 4 to 6-membered cyclic nitrogen-containing heterocyclic ring containing oxygen or sulfur are blended in an amount of 0.1 to 30 parts by mass.
