A method for producing an organic fertilizer by fermenting an organic fertilizer raw material with microorganisms to obtain an organic fertilizer, wherein first, wood chips including a return chip and an organic fertilizer raw material are mixed (S10), and the obtained mixture is obtained. Fermented at the macro level (S20). Next, the mixture is sieved and separated into a return chip and a sieve passage part (S30), and the progress of fermentation is determined by observing the cross section of the deposit in the sieve passage part (S40). Further, the passage portion of the sieve is fermented and matured at a micro level to obtain an organic fertilizer (S50). [Selection] Figure 1
