abstract [Problem] To provide a super fast hardening / high fluidity mortar or concrete that has excellent fluidity, can suppress the occurrence of settlement (material separation), and ensures sufficient pot life, and has good strength development at low temperatures. Portland cement, calcium aluminate having a CaO / Al 2 O 3 molar ratio of 0.75 to 1.5, anhydrous gypsum, calcium hydroxide, alkali metal aluminate, and lithium carbonate other than lithium carbonate It is a super-fast-hardening / high-fluidity cement composition containing an alkali metal carbonate, an organic acid, a fluidizing agent, and a gas foaming substance. Preferably, the anhydrous gypsum is acidic anhydrous gypsum and the gas foaming material is percarbonate. Moreover, it is a mortar containing the super-fast-hardening / high-fluidity cement composition and fine aggregate, and the roundness of the fine aggregate is preferably 0.8 or more.
