[PROBLEMS] To suppress the occurrence of a retransmission mode and the occurrence of a picture freeze as much as possible while enabling transmission of a moving image at an ultra-low rate transmission. An encoding control unit, an attribute memory, an attribute prediction unit, and a region extraction / recognition processing unit are provided, and a syntax change, code word replacement, and a current frame based on past encoding attributes are provided. Integrated control of coding attribute prediction and attribute judgment, object region extraction by motion and model and quantization control by region, control of significant number of transform coefficients according to usage mode, transmission rate and motion generation amount, etc. By using it, it is possible to realize ultra-low rate image transmission.
