In a Pr-doped inorganic compound, Pr doping of a host oxide is facilitated. The Pr-doped inorganic compound of the present invention is a Pr-doped inorganic compound obtained by solid solution substitution of at least part of one or more kinds of substituted ions contained in a substituted ion site of a base oxide with Pr. In the compound, the following formula is satisfied, where r1 is the average ionic radius of all the elements including Pr that form the substituted ion site doped with Pr, and r2 is the ionic radius of Pr.
