To provide a hydrophilic hollow fiber membrane made of a vinylidene fluoride polymer having physical strength and high separation performance, and a suitable production method thereof. SOLUTION: A hydrophilic hollow fiber membrane formed from a vinylidene fluoride polymer, and this hollow fiber membrane has (1) C—F bond on the membrane surface measured by XPS (X-ray photoelectron spectroscopy). The ratio to the C—H bond is 0.6 to 0.9, and (2) the ratio of the O element content on the film surface measured by XPS (X-ray photoelectron spectroscopy) to the F element content is 0.15 to 0.15. 0.67, (3) physical properties of penetration wet tension of 40 mN / m or more.
