A water-soluble or water-dispersible acrylic copolymer having a copolymerization ratio of a linear or branched alkyl (meth) acrylate monomer of 10 to 40%, a glass transition point of 0 to 90 ° C., and a solid content acid value of 10 to 100. The polymer (A) contains a compound (B) having one or more radically polymerizable unsaturated bonds in the molecule, and the ratio (A) :( B) of the aforementioned components is 20:80 to 70:30.
