abstract | When image formation is performed using a spherical toner having a small particle diameter, cleaning is performed to reduce film scraping on the surface of the image carrier as much as possible, and filming substances generated on the surface of the image carrier are removed, and long-term operation is performed. There is provided a cleaning device capable of stably maintaining the surface of an image carrier in a state free from contamination. A first conductive rubbing body that rubs against an image carrier and a first conductive rubbing body that is downstream of the first conductive rubbing body in the image carrier rotation direction and rubs against the image carrier. The first and second conductive rubbing bodies, the toner remaining on the image bearing body after the toner image formed on the image bearing body has passed the transfer process. A cleaning device that removes the filming material generated on the surface of the image carrier on the downstream side of the second conductive rubbing body, by removing different positive or negative voltages from the second conductive rubbing body.
