The present invention provides a roller bearing cage that is lightweight and compact, has high strength, is excellent in flexibility, heat resistance, and oil resistance, and a roller bearing having the roller bearing cage. Adjacent layers are formed by electroplating on the surface of an annular body 20 made of cold-rolled steel in which two annular portions are connected by a plurality of pillars to form pockets.
