abstract When a substance having a low global warming potential (for example, HFC43-10mee) is used as an HFC refrigerant, temperature controllability at start-up is stabilized, and a semiconductor element is not damaged and stably. Provision of element coolers that can be used. An evaporator having a configuration in which a plurality of passages are arranged in parallel, a condensing part in which a refrigerant passage and an air passage communicating with the evaporator are stacked, and circulating through the refrigerant passage are used for element cooling. The element cooler is excellent in start-up characteristics, characterized in that a bubble promoting process is performed on the inner surface of the passage of the evaporation section. As the bubble accelerating treatment, it is desirable to roughen the inner surface of the passage of the evaporation portion by etching using acid.
