abstract | To impart negative charge to a toner contained in a developer, an amino group is present on the surface in contact with the developer, so that the properties such as the original hardness and elasticity are not impaired, and the outermost surface can be obtained in a small amount. A developing roller having an appropriate positive chargeability is provided. An electrostatic charge image is formed on an electrostatic charge image carrier by an electroconductive shaft, an elastic layer on the outer periphery of the shaft, and a coating layer of one or more coating layers, and a negatively charged developer carried on the surface. In a developing roller that develops a latent image, the coating layer, which is a surface layer, contains a positive charge control resin made of a copolymer obtained by polymerizing a specific (meth) acrylate monomer and an amino group-containing monomer, and flies over the surface. When measured with a time-type secondary ion mass spectrometer, the percentage of the maximum ionic strength derived from amino groups with respect to the total ionic strength up to a molecular weight of 1850 is 0.5% or more.
