abstract | PROBLEM TO BE SOLVED: To provide an exhaust gas purification catalyst in which the NO x purification rate does not decrease even in a somewhat fuel-rich atmosphere, and an internal combustion engine control method using the exhaust gas purification device having such an exhaust gas purification catalyst. SOLUTION: A two-layer exhaust gas purification catalyst 10 having an inner catalyst layer 12 disposed on a base material and an outer catalyst layer 13 disposed on the inner catalyst layer 12, the outer catalyst layer 13. Has a rhodium-carrying zirconia particle, does not have platinum, and the inner catalyst layer 12 has a noble metal-carrying metal oxide particle carrying a noble metal such as palladium or platinum. 10 is assumed. An internal combustion engine that uses such a two-layer exhaust gas purification catalyst 10 in an upstream catalytic converter and operates the internal combustion engine so that the air-fuel ratio in the upstream catalytic converter is less than 14.00 to 14.60.
