abstract | PROBLEM TO BE SOLVED: To obtain a high density and high sharpness without causing a solid image blank or a character image blank even when a toner image formed with a liquid developer is transferred to a recording medium via an intermediate transfer member. An electrophotographic photosensitive member and an image forming apparatus capable of continuously obtaining a toner image are provided. SOLUTION: A charging unit, an exposing unit, a developing unit that develops with a liquid developer containing toner, and a toner image formed on the electrophotographic photosensitive member formed by the developing unit are primarily transferred onto an intermediate transfer member. An electrophotographic photosensitive member for use in an image forming apparatus having a primary transfer means for transferring and a secondary transfer means for transferring a toner image on an intermediate transfer body to a recording medium, the surface layer containing at least inorganic fine particles and organic fine particles.
