A fuel cell separator (3) obtained by nitriding a surface of a base material (10) made of an alloy containing a transition metal element selected from Fe, Cr, Ni and Mo. A nitride layer 11 having a cubic crystal structure in the depth direction from the surface 10a of the substrate 10 is provided, and the base material 10 contains nitrogen in an interface region 10b with the nitride layer 11.
