abstract To efficiently electrolyze a saline solution while appropriately treating chlorine and alkali. A water storage tank 1 for storing saline, a photocatalyst 5 that generates chlorine and electrons from chloride ions in the saline, and a water storage tank 1 provided inside the water storage tank 1. A counter electrode 6 that electrolyzes salt water into hydrogen and hydroxide ions using electrons transmitted from the photocatalyst 5 through a short-circuit wire, and chlorine generated on the photocatalyst 5 side and generated on the counter electrode 6 side.
