An object of the present invention is to provide a porous sound-absorbing material with improved sound-absorbing performance without changing the thickness of the base material at an appropriate cost. In particular, the sound-absorbing characteristics of foamed sound-absorbing materials such as flexible urethane foam are provided. It makes a big contribution to improvement. A heat-bonding sheet is set on at least a sound wave incident surface of a fiber-based sound-absorbing base material or a foam-based sound-absorbing base material, and the heat-bonding sheet is melted by heating to form a fiber surface or a foam skeleton of the base material.
