The present invention provides an aqueous resin composition that has excellent physical properties without using a surfactant and does not require a complicated manufacturing process. An acid-modified chlorinated polyolefin (100 parts by mass) is heated and dissolved in the presence of 20 to 67 parts by mass of a glycol ether compound satisfying the following general formula (1) and 50 to 380 parts by mass of water, and then an acid. An aqueous resin composition, characterized by being dispersed by a basic compound added at a chemical equivalent of 1 to 4 times the carboxyl group of the modified chlorinated polyolefin.
