PROBLEM TO BE SOLVED: To develop a high oxygen reduction activity and to obtain an extremely high current density without carrying a noble metal such as expensive platinum or a platinum alloy. First, heat containing a transition metal compound other than a noble metal and a nitrogen compound is obtained by mixing a precursor of a thermosetting resin with a transition metal compound other than a noble metal and a nitrogen-containing compound, and heating and reacting the mixture. A curable resin is obtained. Next, the polymerized product is heat treated and carbonized, and then the carbonized product is pulverized to obtain a carbon material 12 to which a transition metal 11 other than a noble metal and nitrogen 13 are added.
