PROBLEM TO BE SOLVED: To provide a highly durable and highly stable electrophotographic photosensitive member that exhibits excellent electrophotographic characteristics even when used repeatedly and does not deteriorate its surface property over a long period of time while maintaining high productivity. There is to do. An object of the present invention is to provide a process cartridge and an electrophotographic apparatus having the electrophotographic photosensitive member. An electrophotographic photosensitive member having at least a photosensitive layer on a conductive support, and a surface layer of the photosensitive layer formed by curing a curable hole transport compound monomer and a reactive fluorine atom-containing monomer. In which the reactive fluorine atom-containing monomer contains two or more reactive functional groups, a process cartridge and an electrophotographic apparatus having the electrophotographic photosensitive member.
