PROBLEM TO BE SOLVED: To provide an electrolyte membrane for a fuel cell which prevents deterioration (decomposition) due to radicals generated from hydrogen peroxide and has sufficient film formability and shape retention. A fuel cell electrolyte membrane comprising a fluorine-based ion exchange resin and a phenolic low-molecular compound represented by the following formula (1).
