abstract PROBLEM TO BE SOLVED: To provide an evacuation facility for a tsunami and a method for constructing the evacuation facility which can easily provide an evacuation place by selecting a nearby place such as a park or a square in the town. SOLUTION: An evacuation site is located above the upper surface of an artificial hill constructed so as to rise above the ground level by using earth and sand, rocks, heavy envelops, wood, steel frames, concrete, waste materials, etc. alone or in combination as appropriate.
