In a liquid transfer device that electrically controls the position of a liquid, since the position of oil around the liquid cannot be controlled, the reproducibility of the measurement is poor. By providing a region with a higher affinity for oil than the surroundings on the surface of the liquid transfer device, a large amount of oil enters the measurement unit, or the oil is separated from the control electrode together with the liquid, and the liquid is controlled. It prevents moving to a position where it cannot be done.
