Disclosed is a powder coating composition capable of forming a cured coating film having excellent storage stability and excellent curability by active energy rays when applied to an object. (A) An average of two or more oxetane functional groups are contained in one molecule, a glass transition temperature is in a range of 40 to 100 ° C., and a number average molecular weight is in a range of 1,000 to 15,000. An active energy ray-curable powder coating comprising: (B) a polyepoxide having a glass transition temperature in the range of 40 to 100 ° C .; and (C) a photocationic polymerization initiator as essential components.
