abstract | PROBLEM TO BE SOLVED: To be an effective means for increasing added value with respect to a conventional alkaline cement, to be environmentally friendly and safe, to have a strong cohesive force and stability, and to have a short reaction time and a fast sludge precipitation. Disclosed are an instant flocculant for treating contaminated water and a method for treating contaminated water that are not affected by water temperature, pH, etc., and are low in running cost. SOLUTION: An artificial cement containing, as a main component, an alkaline cement containing at least one of a calcareous material composed of limestone and calcium carbonate and an alkaline viscosity material composed of a silica-based soft viscosity loam, which contains silicon oxide and aluminum oxide as a composition. An agglomeration promoter such as zeolite or non-aluminum-based Cinderellite (registered trademark) S is added.
