PROBLEM TO BE SOLVED: To recycle methane fermentation liquid generated from a methane fermentation facility and paper sludge incineration ash generated from a paper industry. SOLUTION: Paper sludge ash is obtained by mixing paper sludge and lime refining residue and firing the mixture. This paper sludge ash is mixed with a press cake to form a fertilizer raw granular material. Recycled fertilizer is obtained by mixing the granular material and the fermented liquid. After mixing, granulation is performed as necessary. As the methane fermentation liquid generated from the methane fermentation facility, either a dehydrated desorbed liquid after dewatering the slurry waste liquid or a slurry waste liquid that is not solid-liquid separated is used.
