abstract PROBLEM TO BE SOLVED: To provide a phosphor that is chemically stable, excellent in heat resistance and radiation resistance, and capable of exhibiting a property of stably emitting fluorescence even in severe environments and extreme conditions. SOLUTION: An activator containing one activator ion selected from trivalent europium ion, terbium ion, samarium ion, cerium ion and divalent manganese ion is used as a solvent in BN crystal synthesis by a solvent method under high pressure. And cBN or hBN crystals that are uniformly activated by the activated ions are produced by subjecting the crystal raw material to high temperature and high pressure treatment in this solvent, whereby cBN to hBN exhibiting the fluorescent properties unique to the activator.
