PROBLEM TO BE SOLVED: To provide a photocatalytic material comprising a titanium oxide thin film having a roughness suitable as a photocatalyst, which is a highly reliable titanium oxide thin film that does not cause peeling or cracking on a conductive substrate such as metal, and its An object is to provide a manufacturing method. Another object of the present invention is to provide a water purification device containing the photocatalytic material and a method for purifying the water. Titanium oxide is formed on a cathode electrode by performing electrophoretic electrodeposition on a conductive substrate such as metal using a titanium oxide-IPA suspension subjected to ultraviolet irradiation under predetermined conditions. By simultaneously forming a film and generating gas derived from IPA, a titanium oxide thin film having a roughness suitable as a photocatalyst on the surface of the coating film is produced.
