abstract PROBLEM TO BE SOLVED: To provide a high quality top emission type organic EL light emitting device having a work function reflecting film usable as an anode. An organic EL light emitting device having an anode from a substrate side, at least an organic EL light emitting layer, and a transparent electrode in this order on a substrate, and taking out light from the transparent electrode side. It is made of a metal or an alloy thereof whose work function is increased to 4.75 eV or more by oxidation treatment, and has a surface roughness with a maximum protrusion height of 50 nm or less without mirror polishing, and a reflectance of 70% or more.
