abstract A fluorescent material containing a rare earth metal complex at a high concentration and improved in emission intensity, and a method for easily producing the fluorescent material. A fluorescent material according to the present invention includes at least one phosphor unit composed of a set of nanosheets and a rare earth metal complex sandwiched between the set of nanosheets. One set of nanosheets is titania and has a negative charge, and the rare earth metal complex contains a rare earth ion and an organic ligand and has a positive charge. The electronic spectrum of the organic ligand is red-shifted, and the relation E T1 ′ between the triplet state energy E T1 ′ of the organic ligand after the red shift and the excited-state energy E Re3 + of the rare earth ion. ≧ E Re3 + is satisfied.
