abstract As a means for producing a pebble bed type fuel, a molding material filling method and a filling device capable of rationally molding a high quality spherical core with a high yield are provided. Coated fuel particles B and a matrix material c1 are prepared as materials for forming a spherical core C of a pebble bed type fuel D. The mold 1 having the material inlet 4 at the top is held in an inclined shape and rotated. The respective molding materials are supplied to the spherical molding space 2 of the molding die 1 rotating in an inclined state via an inclined material supply guide 51 extending from the outside of the molding die to the inside of the molding die. When the molding materials are supplied to the spherical molding space 2 via the material supply guide 51, these molding materials are formed by a rotary stirring means (stirring member 64) having a length reaching the spherical molding space 2 from the material supply guide.
