An electrostatic charge image developing toner having at least two layers of toner particles, wherein Mw obtained by polymerizing a monomer containing an acrylate ester with a resin constituting the innermost layer. A polymer having a Mw in the range of 5000 to 10,000 obtained by polymerizing a monomer containing a polymer in the range of 25000 to 45000 and the resin constituting the outermost layer containing 1 to 15% by mass of a methacrylic ester. It is a toner for developing an electrostatic charge image in which the weight average molecular weight of the entire binder resin constituting the toner particles is in the range of 25,000 to 45,000.
