abstract | PROBLEM TO BE SOLVED: To reduce excessive stress acting on a cleaning member. A power supply 27 applies a bias voltage having a polarity opposite to the charging polarity of the residual toner T to the cleaning blade 20 so that the polarity of the cleaning blade 20 is opposite to that of the residual toner T. As a result, the residual toner T is easily adsorbed to the cleaning blade 20, and the residual toner T can be efficiently blocked by the blocking member 23 to form a toner pool, so that the cleaning blade 20 is scraped continuously.
